An enemy piece that has advanced diagonally adjacent to an advisor, inside that palace, can simply be taken. Nothing about capturing changes the advisor's severe movement limits.
Why this rarely happens
Most enemy pieces that reach the palace arrive on a straight line, via a chariot, cannon or soldier, not diagonally, so an advisor often cannot reach them to capture even though they are close. The advisor's job is usually to occupy a point and deny it, rather than to actively hunt captures.
When it matters
