Can I learn xiangqi notation without knowing Chinese?

Direct answer
Yes, easily. WXF notation is entirely Latin letters and Arabic numerals — C2=5, H8+7 — and expresses exactly the same information as the Chinese. If you later want to read Chinese records, the vocabulary needed is about twenty characters: seven pieces, three directions and ten numerals.
The twenty characters
Pieces: 帥將 仕士 相象 傌馬 俥車 炮砲 兵卒. Directions: 進 退 平. Numbers: 一二三四五六七八九 plus 前 and 後 for stacked pieces. That is the entire vocabulary of a game record — you are not learning Chinese, you are learning a twenty-symbol code.
Why it is worth doing eventually
The great majority of xiangqi literature, game collections and endgame studies is in Chinese. WXF will get you through this site and most western sources; the characters open the actual library.
