Direct answer
No, never. The elephant moves exactly two points diagonally and may not cross the river under any circumstances, which leaves it seven reachable points on its own half for the entire game. It is a purely defensive piece and can never attack anything.
It can also be blocked
The elephant is stopped by a piece on the midpoint of its two-step diagonal — the 象眼, the elephant's eye. As with the horse, it is the point passed through, not the destination, and your own pieces block it too.
So an elephant with a piece diagonally adjacent has lost that direction entirely.
What it is for
Defence against horses and soldiers. An elephant covers the points a horse wants to land on, and a pair of mutually defending elephants is very hard to break.
