Yes. The repetition rules only restrict perpetual check and perpetual chase. Shuffling an advisor back and forth, or any other repeated sequence that neither checks the enemy general nor threatens an undefended piece, is completely legal to repeat, and a resulting recurring position is simply drawn.
Why this distinction exists
The rule isn't against repetition itself, chess allows repetition too, it's against one side using repetition to harass the other indefinitely without ever committing to a real plan. A quiet, harmless repetition that both sides are content with doesn't create that problem, so there's nothing to penalise.
How this comes up at the board
Two players who both judge a position equal and see no way to improve it can simply repeat moves until a draw is agreed or recognised, exactly as in chess. Neither side is required to keep trying to win once both have concluded the position doesn't allow it.
