Easily, and more often than in chess. The general is confined to nine points and cannot run, so a player who has brought two pieces to the palace can mate a player who has spent the same moves winning a chariot. Material only matters if you survive to use it.

Why it happens so often

Because attacks in xiangqi arrive fast. There is no castling to slow them down and nowhere for the general to go, so an attack that would be speculative in chess is frequently just winning here.

The classic version: one player collects soldiers on the wing while the other doubles on the central file. The material count looks fine right up to the moment it stops mattering.

The habit that prevents it

Before taking material, count. How many pieces can your opponent bring to your palace in three moves? If the answer is more than you can bring back, the capture is not free however undefended the piece looks.
