Both pieces can be blocked, and they often block each other. A horse is stopped by any piece on its leg point, the point next to it in the direction it wants to go, and an elephant standing there does the job. An elephant is stopped by any piece on its eye, the diagonal midpoint of its move, and a horse standing there does the job. Around your own palace, these interactions decide many attacks.
The two blocking rules
A horse moves one point straight and then one point diagonally outward. If the straight step is occupied, by any piece of either colour, that whole pair of destinations is closed. An elephant moves exactly two points diagonally. If the point in between is occupied, it cannot make that move. Neither piece can jump the obstruction.
Elephants as horse stoppers
Elephants stand on the points in front of and beside your palace, and those are often the leg points an attacking horse needs to jump into the palace area. An elephant in the right place can switch off a horse's checking move without ever capturing anything. When you move an elephant, check whether you are opening a leg point that an enemy horse was waiting for.
Horses as elephant stoppers
A horse that settles on an elephant's eye freezes that elephant. If the elephant was supposed to cross over to defend the other wing or to cover the centre, it now cannot. Attackers use this deliberately: a horse on the right eye point can leave one side of the palace with no elephant cover at all.
The practical habit
Before every horse move near the palace, look at its leg points. Before every elephant move, look at its eyes. Beginners lose games to a horse check that an elephant could have blocked one move earlier.
