Block it or capture it — and blocking works unusually well, because a soldier never moves backwards. A piece standing in front of a soldier that cannot go around it has stopped it permanently. Your own general can do this job inside the palace, and an elephant does it well outside.
Use the fact that it cannot retreat
Every soldier move is permanent, so a soldier that has been steered to the edge is out of the game for good. Forcing it sideways toward the edge rather than capturing it is often the cheaper defence.
Do not underestimate a crossed soldier
A soldier near your palace is worth far more than its nominal 2, because one soldier covering a single escape point turns another piece's check into mate. Deal with it before it arrives, not after.
