Open its line before you need the piece, not after. A chariot wants a file cleared for it, a horse wants its own legs unblocked, and both take planning a move or two in advance rather than a sudden decision once an attack is already underway. Waiting until the piece is needed is the single most common reason it arrives too late to matter.
The usual order
Move a horse to clear the file behind it, which both develops the horse and hands the chariot somewhere to go. Understanding how the horse actually moves makes it obvious which files it can clear and which it cannot, and that single idea is most of what early xiangqi development actually consists of.
Checking your own pieces for blockers
Before finishing a plan, look at what your own soldiers and advisors are sitting on. A soldier parked on your own horse's leg, or an advisor blocking a chariot's only useful file, delays a piece just as effectively as anything the opponent does.
