Does material imbalance play out differently in xiangqi than in chess?
These answers restate the rules implemented by our open-source engine, which follows the WXF laws for movement, checkmate and both repetition rulings: a side that forces a repetition by perpetual check or perpetual chase loses rather than drawing. The chase half has not been validated against the official casebook. Where an answer refers to a specific position, that position lives on the linked reference page, where the build verifies it before publishing.
Direct answer
Yes, in two clear ways. Xiangqi has no queen, so no single piece can single-handedly overwhelm a defence the way an extra queen can in chess. And some material is simply insufficient to force mate even with a large numeric edge; a lone cannon, for example, cannot mate a bare general, no matter how much time it has, while a lone horse can.
Why counting points is less reliable here
Standard piece-value tables (see piece values) are a starting point, not a guarantee. A chariot up is usually winning, but a horse and cannon up with no way to coordinate them near the palace can stall out completely, since the checkmating mechanism has to actually cover all nine palace points, not just outweigh the opponent on paper.
What this means practically
Before trading down to simplify a winning position, it is worth asking whether the remaining material can actually force mate, not just whether it is ahead on points. This is a genuinely different habit from chess, where a large enough material lead almost always wins with correct technique.

Which lone pieces cannot force mate in xiangqi?
A lone cannon cannot force checkmate against a bare general, and nor can a soldier that has already reached the last rank. A lone chariot can, and so can a lone horse or a soldier short of the last rank, each with its own general's help.
Is this similar to insufficient material draws in chess?
The idea rhymes (bishop and wrong-coloured rook pawn is a chess example) but the specific cases differ completely between the two games.
