How important is material in xiangqi?

Direct answer
Important, but less decisive than in chess. The general cannot run, so an attack with two pieces beats a defence with none regardless of the material count. A chariot up with three enemy pieces around your palace is a losing position, and it happens often.
Count the defence separately
Material totals hide the thing that matters most in the endgame: the advisors and elephants. Equal material with one advisor missing is frequently a loss, because whole classes of mate become possible the moment one goes. Count attackers, then count the defensive structure, and treat them as two different numbers.
Ask what a piece is doing
A chariot with no open file is not worth nine. A horse planted in front of the enemy palace is worth more than four. Nominal values are a starting point for trades, not a measure of the position.
