Direct answer
Almost certainly, by sheer population. Xiangqi's core countries, China and Vietnam, have a far larger combined population and a far larger casual playing base than janggi's home in Korea. That is a population comparison more than a popularity one, though, and no organisation counts either game's players rigorously.
Why raw numbers can mislead here
Janggi is extremely popular within Korea, arguably more central to everyday casual play there than xiangqi is within any single country outside China. Being the dominant board game of a smaller population and being the larger game in absolute terms are different claims, and both can be true at once.
