Must you capture the strongest piece available in xiangqi?

Direct answer
No such rule exists. When several captures are available, you choose freely among them, or decline all of them, exactly as with any other move. Xiangqi never ranks captures by piece value and forces the largest one, and it never forces a capture at all outside of what is needed to answer check.
Why the strongest capture isn't always right
Taking the most valuable piece on offer can walk into a recapture that costs you more, hand over a square you needed, or remove your own cannon's screen. Evaluate the resulting position, not just the piece you are about to win.
The one real constraint
The only thing that limits your choice of move at all is check: if you are in check, only moves that answer it are legal, and among those you are still free to choose. Nothing about piece value enters the legality of a move anywhere in the rules.
