What is the difference between strategy and tactics in xiangqi?

Tactics are short, concrete sequences, usually forcing, that win material or mate: a fork, a pin, a named mating pattern. Strategy is the longer-term thinking that decides where your pieces should go and what you are aiming for, such as which wing to attack, which pieces to trade, when to push soldiers. Good strategy creates positions where tactics work; tactics cash in on good strategy.
Tactics: what can I force now?
A tactical question has a definite answer you can calculate: if I play this check, what can my opponent do, and what happens next? The tactics section and the puzzles train exactly this. In xiangqi, with the general boxed into its palace and cannons that strike through screens, tactics decide a very large share of games below the top level.

How the two fit together
A strong plan with no tactical awareness loses to a sudden fork; brilliant tactics with no plan find nothing to calculate, because the pieces were never brought to where combinations exist. In practice each move should pass both tests: does it fit my plan, and does it leave or create anything tactical?
