If nothing sits between the two generals on the same file, they are considered to be attacking each other directly, so any move that would create that situation, including moving the piece that was blocking it, is simply illegal. A piece sitting between the two generals can look completely free to move, nothing else is attacking it or pinning it in any way a chess player would recognise, and yet moving it is still refused.
