Who invented xiangqi?

Direct answer
Nobody. Xiangqi developed gradually over centuries, and no individual inventor is documented. The stories naming a specific general or emperor — most often connected to the Chu–Han contention — are traditions, not history, and no surviving source supports them.
Why the legends persist
Because the board carries the inscription 楚河漢界, "Chu river, Han border", which refers to the boundary between the kingdoms of Chu and Han. That is a genuine historical reference, but it dates the decoration, not the game — the inscription was applied to a board that already existed.
How games actually develop
By accretion. Rules change regionally, some variants spread, others die, and after a few centuries something stabilises. That process leaves no inventor to name, which is unsatisfying and also what the evidence shows for every major board game including chess.
