Why do horses come out before chariots in xiangqi?

Direct answer
Because a horse can move immediately and a chariot cannot do anything useful until a file opens. Moving a horse frequently opens the file the chariot will use, so the order is not a convention but a dependency: horse, then the line it vacates, then the chariot.
The usual sequence
A cannon takes the centre or waits, a horse comes out to defend the central soldier and free a line, and then a chariot slides onto the file the horse left. Within five or six moves both chariots should have somewhere to go, even if they have not moved yet.
The mistake
Leaving the chariots at home. The chariot is the strongest piece and the slowest to activate, and a player with two undeveloped chariots on move fifteen is losing whatever the material count says. Plan the file before you need the piece.
